THE EAGLE (Every American Gets Lifted Equally) ACT is the preeminent piece of legislation that I will propose in the beginning of my presidency. It is nothing new, yet infinitely variable and continuously changing as the needs of our citizens are met. To achieve a national guildsman/craftmanship/apprentice program, initially consisting of two years of paid federal help. I propose this as an initiative to achieve near 0% unemployment in all economic fields. It consists of one year of instruction and training in whatever field one endeavors to succeed. And after that year, the trainer must sign a document signifying that the student has completed, in good standing, one year of apprenticing. After which, to succeed truly, the government will fully pay a year's salary to the newly trained individual as long as they remain in the same field.
The expense of this program will vary from county to county across our nation because the expense rate is to be based on the local costs of incarceration. For example, here in Allegheny County Pennsylvania, the cost of incarceration is roughly 55k; in any California county, the numbers are close to quadruple that. This reverse unemployment measure will ensure that working individuals can indeed succeed in any job that they find themselves in. For instance, if a young person wanted to become an auto mechanic, they would find a mechanic that is willing to take them on and train them for a year, and then certify that they have been duly taught. And as long as that individual continues to work as a mechanic, we collectively, as a people, are funding the first year of their employment as a mechanic. The same would hold true in every field imaginable (hospitality, education, healthcare (including childcare and stay at home parents), agriculture, sales, technology, and basic laborer infrastructure).
Is this airtight perfect? No, it is leaky, and I fully expect Congress to plug such leaks. Does it guarantee 100% employment?No, but it lights a pathway towards the goal of such. Not to mention, the funding of THE EAGLE ACT will budgetarily trim certain parts of our budget yet unforeseen (lowering the cost of every social program, since it is a goal to equip every American with a full-time job and a full measure of responsibilities and benefits therein). This is the Startup not for one lone tech company or industry, but our American startup for OUR economy. We have to start somewhere, and we all know that college is not necessarily the best means towards any ends. But this EAGLE ACT is destined to lift our ever-changing, ever-innovating economy to heights yet not known.
